The construction project of Gempol Pasuruan Section 3C Toll Road on concrete structure works has a considerable cost. Therefore there is potential for cost efficiency. The analysis used in this research is using the stages of value engineering work including the information stage the speculation stage the analysis phase the development stage and the presentation stage. The results of the value engineering information stage of the construction project of Gempol Pasuruan Section 3C Toll Road were found to be the most costly foundation for the concrete structure work. The construction worker was bring out the alternative is to use a pile foundation with the upper structural load load received as much as 1960 131 tons the carrying capacity is 7310 897 tons and settlement is 0.108 cm. The cost of pile foundation is Rp.552.157 948.85 so that savings of Rp.318 896 453.94 or 36.6% are obtained.
