Abstrak
This study examines the practical application and impact of digital-based teaching materials for non-English department so-called English for Specific Purposes (ESP). This study focuses on promoting the public speaking skill of the students of Public Administration. As the public speaking is needed in the future jobs such as department of population and civil registration (disdukcapil) banks hospitals immigration supreme court and consultation institutions it highlights the issues of students rsquo lack of enthusiasm restricted practical language use and a disconnect between theory and practice they are experiencing in public speaking. The existing materials of English for Public Administration provide less-practical examples which could not meet the students rsquo need in improving their public speaking skill. These issues highlight the urgency to develop the digital-based teaching materials through textbook integrated with social media and technology to present comprehensive and practical learning. This study applies the Research amp Development (R amp D) design which employs ADDIE paradigm containing the Analysis Design Development Implementation and Evaluation phases. The Analyze phase applies three instruments. 1) Focus Group Discussion (FGD) to find out the students rsquo public speaking need 2) A semi-structured interview with the head of study program to find out the need based on the vision 3) A structured-interview to the alumni to find out the realistic needs in the job opportunities. The Design phase involves conducting a task inventory composing performance objectives and generating testing strategies. The Develop phase involves generating contents selecting supporting media developing guidance for the student and teacher conducting formative revisions and conducting a pilot test. The Implement phase involves performing the developed materials and starting the summative evaluation and the Evaluate phase takes the learners rsquo reaction knowledge and skill from the developed material results. The data is analyzed by using the data of the implementation through score is analyzed by using t-test comparing the experiment class and control class. The teaching materials in this study contain six chapters involving the overview of public speaking drafting the speech ordering the speech leading the presentation styling the performance and getting to the topics. Each chapter has its learning objectives to give the students opportunities to learn public speaking. The teaching materials also provide examples of performance presented in videos. The videos are uploaded to YouTube one of the famous social media and the links are generated into the QR code embedded inside the teaching materials. The result revealed that expert validators agreed that the digital-based teaching materials contain balanced and integrated language skills and served to further learning about the intended area of public speaking with plentiful tasks. It also contained real-life public administration issues that help the students think critically. Furthermore they also said the organization and layout are logical clear and easy to follow and the videos are easy to access and understand. Besides the materials give opportunities for learners to reach their goals. In addition the result also revealed that the materials implemented through this study showed a significant effect on learning improvement the pre-test mean scores gained in the control and the experiment classes are 63 33 and 62 78 while the post-test mean scores are 64 44 to 76 67. The comparison between pre- and post-test scores showed significant improvement of implementing digital-based teaching materials. The digital-based teaching materials contribute to an innovative way of teaching that helps students learn faster both inside and outside the classroom. In brief this study brings a creative method that bridges existing gaps and encourages learners inherent motivation while carefully integrating technology such as videos social media and the content of the public speaking materials focusing on real-life use of English applications. Therefore it is suggested that teachers and students can use the materials in the teaching and learning process particularly related to public speaking since they effectively foster critical thinking and communication skills through interactive activities that lead the students to learn autonomously
