Utami Widiati M.A. Ph.D (III) Prof. Dr. Yazid Basthomi M.A. Key Words English as a Medium of Instruction Challenge Management Policy Practice Strategy The role of English as medium of instruction is essential in supporting the vision of a university to be the World Class university. Despite the absence of national document to regulate the use of EMI in Indonesia EMI programs in Indonesia flourished. Studies on EMI policy in Indonesia mostly discuss the policy from the angle of the teachers and the students. Studies exploring institutional EMI policy document from the perspective of the manager are still minimum. The management of EMI policy with the absence of EMI policy document needs to be explored comprehensively in order to provide information as the evaluation efforts for the universities for the better implementation so the institution can provide EMI classroom that meet the stakeholders. The study aims to explore how an institution managed the EMI classes from the perspective of EMI officers as the managers and from the teachers and the students. There are three research questions to answer in the study namely (1) How is the management and implementation of EMI policy at the technological institution (2) What challenges the EMI management and implementation entail at the technological institution and (3) What teaching and learning strategies the teachers and the students utilize in dealing with the problems. The data was taken from the EMI policy management document and interview with seven EMI officers ten EMI teachers and eight EMI students. The participants were recruited using the convenient sampling where they voluntarily provide information through individual interviews. Prior to the interview the voluntary participants were given the participant information forms and signed the consent form. Result of thematic analysis showed two categories of EMI classes management namely the language related mechanism and incentivization/reward mechanism. The English-only ideology dominates the efforts the institution take in managing the EMI classes. In the practice students encountered problems regarding the use of technical terms within the explanation provided by the teachers as the most problematic source. Meanwhile for the EMI officer and the EMI teachers students rsquo recruitment system was found to be the main source of problems. The most encountered challenge in teaching using full English as the students have difference or varieties of English proficiency while the most challenging problems for the students derived from the teachers which is to comprehend the technical terms when the particular scientific terms are utilized by the teacher. Then the most used strategy by the teacher is to repeat their explanation using Indonesian (six teachers) and to use simple English (four teachers). Meanwhile translating to Indonesian is revealed to be mostly used by the students. The language related support programs for the students are considered to be insufficient in anticipating problems. EMI training for the teachers is also considered insufficient as it only equips teachers with strategies and technique in teaching communicatively. The teachers informed the need to have a training that enable them to formulate lesson plans and activities that do not only to provide opportunities in using full English but also to enable the use of communicative strategy using appropriate classroom English. The result suggested that the use of English only ideology is no longer appropriate in EMI classes. This practice is not only violated the findings from the previous studies that maximum amount of English in the classes does not facilitate the successful EMI learning. The use of English only also produced problems for the students in comprehending what the lecturers explain in the class. The recruitment system using the standard of 5.5 IELTS is insufficient but at the same time to put higher standard will also contribute to problems. Therefore it is recommended for the institution to formulate support systems that facilitate the development of students rsquo English and content knowledge proficiency. The future research can be focused on how content lecturers as EMI teachers use English in the classroom using EMI. The use of purposive sampling technique and the use of classroom observation is also recommended to get better and more comprehensive analysis of EMI management. The study also recommends the need of Ministry of Education to issue explicit document regarding internationalization of HEI in Indonesia and EMI policy.
