Counting skills are an integral part of learning math. However if students do counting in the traditional way they often feel bored. The utilization of learning media allows the learning process to be more enjoyable. In math learning counting skills are needed in learning. It can be trained with various problem exercises. The use of KARTA media is one of the alternatives in meeting the needs of students that can be used by teachers. Learning becomes more interesting and fun when using game media. The development of appropriate and useful KARTA (Kartu Ular Tangga) media is the purpose of this development research. The development model used in this research is the ADDIE model. This model has 5 stages which include 1) Analysis 2) Design 3) Development 4) Implementation and 5) Evaluation. The results of this study obtained a validation value of 95% with 98% reliability from material experts and 97% from media experts with 99% reliability while the practicality value from teachers was 91% and the value from students was 90%. This proves that KARTA materials made for fourth grade elementary school students are very valid and can be used for math learning.
