Abstrak
This study aims to describe the concept of building Bajulmati salt tunnel houses through community empowerment as well as the rational choices of KUGAR members in developing Bajulmati salt tunnel houses. Researchers want to know every choice chosen by KUGAR members as a reason to continue developing Bajulmati Salt Tunnel Houses. This study uses a qualitative approach with a narrative research design. The theory used in this study is the rational choice theory by James Samuel Coleman which holds that individuals make decisions based on their rational choices with the aim of maximizing collective interests. This means that individual actions lead to one goal and that goal is an action determined by values or choices. rational choice theory emphasizes two things namely actors and resources. The results of this study indicate that the Small Fishermen Empowerment Sector of the Fisheries Service makes salt tunnel houses an alternative livelihood for small fishermen when they have difficulty finding fish because fishermen are a seasonal livelihood. With the existence of salt tunnel houses fishermen are faced with many choices so they use rational choices to meet their living needs
