Developing a tourism destination resilience framework based on disaster risk management for tourism sustainability of Batu city, Indonesia / Adellia Wardatus Sholeha

Abstrak
Batu East Java Indonesia as a tourist city is categorized as a disaster-prone area hence city resilience should be improved. Increasing resilience has a function in protecting the city from the rising number of disaster risks. Base on the objective condition this study create 5 research question namely 1) What indicators are used by the local government to define the resilience stage of Batu City as a tourism destination in facing natural disaster risks 2) What are the perspectives and roles of tourism sector stakeholders regarding natural disaster risks in Batu City 3) What are visitors rsquo perceptions of and responses to disaster risks in Batu City 4) What best practices are implemented from sustainable tourism destinations in Batu City that can be used to develop a destination resilience model in reduce natural disaster risk 5) What approaches can be used to implement tourism destination resilience and sustainability in the context of Batu City rsquo s massive agrotourism development to develop comprehensive framework to reduce natural disaster risk in tourism destination area. This study was conducted in Batu City East Java Province Indonesia between 10 October 2021 and 10 December 2024. This research used a multi-method with a sequential explanatory method design and systematic literature review. Study design process begins by collecting and analyzing quantitative data followed by collecting and analyzing qualitative data in sequential order and using systematic literature review specified on research question 4. Researcher are also used several frameworks such as 1) Making Cities Resilience to define resilience stage of local government 2) Applied Destination Resilience Model to assess stakeholder perception of natural disaster risk in their area 3) Visitor Perceived Risk to understand visitor perception and awareness when stay in tourism area with opportunity with disaster risk 4) disaster management process in tourism resilience 5) indicators of tourism sustainable and 6) environmental degradation due to natural disaster risk. According to the results local government separate by Regional Disaster Management Agency (BPBP) tourism department staff (Dinas Pariwisata Kota) tourism village staff and village staff. Especially for BPBD as local government can directly implement the recommendations from Making Cities Resilient at stage C (implementation). As for the tourism sector and other institutions management implications must play a role in accommodating the recommendations from stage B (planning) which is integrated collaboration that can improve the city resilience and tourism resilience as a unified total system. The results of the interviews and secondary data indicate that the stakeholders are progressing and willing to participate in increasing the resilience of Batu City rsquo s tourism industry but had the least interest in identify risk mitigation opportunity the identify the destination adaptive capacity and adaptation process. The findings indicate that 1) there is a significant relationship between previous experience with disaster management risk knowledge and increasing visitor awareness of tourism risks and 2) visitors subjective ability to adapt or survive is unrelated to their attention to disaster risks. Therefore the visitors awareness ability to recover from difficulties and tendency to embrace a positive perspective on safety are not currently dependent on their sensitivity to potential risks in tourist destinations. Furthermore integrating framework to reduce natural disaster risk become essentially important to develop. To build a comprehensive framework researcher focus on adapting several phases of management disaster process tourism resilience and tourism sustainability. In this research researcher using a six phase of disaster management process including pre-event prodromal emergency intermediate long-term (recovery) and resolution rather than specified disaster risk management prevention/mitigation adaptation preparedness and response. The researchers argue that these four condensed actions do not fully represent the risk conditions in certain countries such as Indonesia where adaptation often occurs as a final step following response and recovery efforts. For the tourism resilience framework researcher using 5 steps including 1) defining the destination 2) identifying sources of risk 3) understanding risks and options for action 4) analyzing enablers and barriers to action and 5) fostering ownership and reflecting resilience principles. Then the tourism sustainability researcher uses the dimension including environmental stewardship socio- cultural responsibility economic viability visitor education and awareness and collaboration and partnership.
