Abstrak
One of The moral education at school is emphasized to Pancasila education and nationality subject because it has essential to build moral of learner. The principles which basic in PPKn is opening UUD 1945 nation moral (article 29) nationality rights (article 27 28) Tap MPR no XVII/MPR/ 1988 about human rights Tap MPR no VI/MPR/2001 about how to way belonging to nation laws in Indonesia Republic laws no 39 1999 about human rights. The matter above is relevant to pattern of national education goal that inserted in laws no 20 2003 about national education system national education has aim to smart nation life and improve Indonesian completely namely the human being who believe and lead a pious life to one god and glorious behavior has knowledge and skill healthy body and mental resolute personality and independent also has feel responsibility to society and national. The goal of education integral with mental education moral both philosophic-ideology-constructional value and ethics-moral-divinity-religious. Therefore PPKn is part of nation and character building of Indonesia because determining quality human resource as basic and significant. To achieve aim of education optimally need use instructional strategy. Instructional strategy can be also called as method to apply instructional process. This Instructional Application strategy has the form of physical environment teacher instructional medias and activity related to instructional. Completely there are three components that need are paid in applying content of conveying strategy by teacher are (1) instructional media (2) learner instruction (3) teaching and learning format. The result of the first observe which is done at SMP Negeri Pemkot Lhokseumawe is found that the PPKn teacher in applying the instructional application strategy preference limited to cognitive aspect only and less touched to affective aspect as a main goal of PPKn subject. It mean that method and techniques of instructional conveying less variation using instructional media still limit actually PPKn subject curriculum shows that affective domain need is formulated and measured as the result of learning. The matters happen because raised many problems which because of conflict at Nangroe Aceh Darussalam. These goals of research are (1) to describe teaching and learning of PPKn subject at SMP Pemkot Lhoksuemawe (2) to describe teaching and learning interaction of PPKn subject at SMP Pemkot Lhoksuemawe (3) to describe the role of a teacher to PPKn Instructional at SMP Pemkot Lhokesumawe (4) to describe use instructional media by a PPKn teacher ton increase pancasila moral of learner at SMP Pemkot Lhokseumawe. The techniques which are used in this study are observation interview and documentation. The observation technique is used to observe how apply convey strategy instructional content by a teacher of PPKn subject in classroom. The interview technique is used to know opinion expectation and the background why a teacher chose and apply the instructional application strategy. The documentation technique is used to find out the data about instructional planning which is made by a teacher GBPP of PPKn subject and notes other related to research focus This summary of study are the teachers of SMPN Lhokseumawe use instructional strategy of PPKn less variation using instructional media and the instructional conveying techniques still less innovation. Based on the result of research so the suggestions that can be given among others (1) in order to the teachers not only use visual media form of a blackboard picture chart globe printed media form textbook syllabus a student s work sheet and the teacher s verbal audio but also use social environment (2) the media of PPKn subject that is used must be able to give cognitive response (3) in giving task to students should look for news the reader s letter cartoon caricature ect that If the matter is paid and discussed can give cognitive response. Can also audio media such as radio tape recorder cassette audio visual such as a video that its program related to actual problems such as a president s speech an outstanding political figure a society figure ect. Which can give cognitive response and student s attitude.
