Utami Widiati M.A. Ph.D. Key words implementation Speaking Class local content SMP This study was conducted to describe the implementation of Speaking Class as a local content at SMPN 1Singosari Malang in terms of (1) the background of the implementation of Speaking Class (2) the activities done in Speaking Class (3) the media used in Speaking class and (4) the students opinions toward the program. This study employed a descriptive study because it was designed to describe the implementation of Speaking Class as a local content at SMPN 1 Singosari Malang in the form of words rather than numbers. The subjects af this study were the headmaster of SMPN 1Singosari two Speaking Class teachers and students of grade seven and grade nine. The data were obtained through three research instruments interview field notes and questionnaires and they were presented descriptively after being classified into related aspects. The interview was carried out to collect the data of the background for implementing Speaking Class as a local content at SMPN 1 Singosari Malang. The field notes were designed in order to collect the data of the activities done and the media used in Speaking Class whereas the questionnaires were distributed to the students to gain the data on their opinions toward Speaking Class. The findings show that the background reasons for implementing Speaking Class as a local content at SMPN 1Singosari Malang were (1) that this program was considered as an effective means for increasing students ability in speaking English and (2) that it was a supportive program to reach better English achievement in national examination. It was also revealed that overall there were several activities done in Speaking Class at both grade seven and grade nine namely repetition drill question-answer display reading aloud and group discussion each of which was done with certain purposes. In the teaching and learning process the Speaking Class teachers employed visual and motion media such as hand puppets cardboards with pictures a television and movies. Yet though the school has provided other electronic devices the teachers hardly used them. The finding also reveals that in general the students of SMPN 1 Singosari Malang had positive opinions toward Speaking Class. However the students of grade nine gave less positive opinions due to the teachers way of leading the class which was considered uninteresting and not challenging. It can also be said that the opinions given by the students of grade seven and nine were much influenced by their preference to the teacher. From the study some suggestions can be proposed. The suggestion proposed to the headmaster is that he should really improve the teachers quality especially in terms of their ability in making use of technology so that the quality of the students could be eventually improved. For the Speaking Class teachers it is suggested that they arrange the activities done in Speaking Class in a formal meeting vary the activities based on students development and maximize the use of media provided by the school. For the next researchers they should take a wider range of subjects of study since speaking programs may be different from one school to another one.
