English as a medium of instruction in the International laboratory primary school of Universitas Negri Malang (UM) / Lina Ismuninggar
Abstrak
Globalization era forces people to be competitive globally in many aspects. Indonesia as a developing country needs to improve itself in order to be able to compete globally. One of the ways to achieve this is by improving human resources through a quality education. To meet the goal Indonesian government has established schools with international standard. The decree of minister of education No. 20/2003 states that the government and/or local government should develop at least one school at every education level into a national school which has an international standard. A school which has an international standard then is called as Sekolah Berstandard Internasional (SBI). Sekolah Berstandard Internasional (SBI) is a national school which applies national education standard that is Standar Nasional Pendidikan (SNP) and which adapts and adopts other education standards whether they are from Indonesia or other countries (Direktorat Pembinaan Taman Kanak-Kanak dan Sekolah Dasar 2006). Since one of the aims of SBI is to create internationally smart and competitive Indonesian people who are able to compete and colaborate globally the output are expected to be able to master the key of global competencies. Besides a mastery of information and technology one of those global competencies is a mastery of English as an international language. Graddol (2002 in Denzin and Lincoln 2005) states that English is used as a mean of global communication as a tool for absorbing and disseminating information of science and technology. Therefore the mastery of English as an international language is needed not only as a means of communication but also as a tool for exploring absorbing and developing technology and science for most of principal scientific and technical work books that they have to read are written in English. Consequently this requirement makes SBI treat English differently compared to national standard primary schools. English in national standard primary schools is treated as a foreign language since it is taught merely as local content subject which is started to be introduced in the fourth grade. In SBI however English is treated as a second language since it is taught from the first grade and is used as a medium of instruction for other subjects as well. As a medium of instruction in Sekolah Berstandard Internasional (SBI) English is used to teach all the subjects taught at the schools. Therefore teachers must be able to teach those subjects to their students using English which is neither their students first language nor theirs. They have to struggle hard to make the learning process run effectively in class. This is especially more difficult if the students are children of the first grade of primary school who have no background knowledge of English at all. In class teacher has to do a lot of things. Moon (2001) states that a teacher has to manage the classroom through talk. He/she instructs controls motivates the students and provides feedback. In addition the teacher also serves as a source of language input for learning. In Sekolah Berstandard Internasional (SBI) the teacher has to do all of those things in English although the students have no English background at all or even if they do their English is very limited. Moreover the teacher has to reach the planned instructional goal. Therefore it is interesting to investigate the use of English as a medium of instruction in the first grade. This study is intende d to describe how English is used as a medium of instruction in the teaching-learning process at the International Laboratory Primary School of Universitas Negeri Malang (UM) which specifically investigated the frequency of Englis h used as a medium of instruction the purpose of the teacher uses English in her/his instruction and the strategies the teacher does to make her/his talk understandable. The result of this study is expected to be useful for teachers of international standard schools and other researchers. For teachers of international standard schools the result of this study is expected to give input to improve and develop their ways of using English as the medium of instruction in their class effectively. While for other researchers it is expected that the result of the study can be used as a basis for further research concerning with the way English is used as a medium of instruction at international and bilingual schools. For the researcher it is expected that the study can give richer knowledge about the use of English as a medium of instruction at school.
