Keywords vocational school professionalism of the teacher expertise program training and education system At the end of academic year the parents will always be busy in preparing their children to enter new schools from elementary to junior high schools as well as from junior high schools to senior high schools. They have to make the right decision for the future of their children. Most of the parents hope that they children could continue their studies at high-qualified state schools which still take with their children s career in the future. Shift to the next education level especially from junior high schools to senior high schools has close related to the children s career in the future and it needs serious handling not only from the parents but also society who get involved in higher education problem. In relation to the children s career in the future vocational schools as institutions which prepare graduates to be ready to work and career as the solution. According to Regulation of Government Number 29 in 1990 this formulates that education in vocational schools gives priority to prepare the students in getting opportunity for employment as well as developing professional attitude. Vocational schools play their roles in preparing skilled workforces educating the children to be self-supported decreasing number of unemployment and criminal action as well as increasing the tax income for the country. Like school performance professionality of educator energy expertise area education system and training and quality of graduate. Therefore an analysis should be made to identify the causal factors which in turn could design the necessary programs to organize the future of vocational education in Indonesia realistic working program integrated and continuous. However problems in vocational schools are complex which mean that roots of the problems are not only derived from one source but from more aspects that have close-related and depended therefore one of them cannot be solved easily. In solving such problems it needs an integrated program as preliminary action to rehabilitate the image of the vocational schools and followed by certain programs that are intended to make self-evaluation as a whole and they are related to institutions professionalism of the teachers expertise program training and education system as well as product and merit of the students (student project) therefore it is hoped that the education / learning implementation will run well as expected. This is a descriptive research. Population of this research is students at the Third grade of Vocational Schools in Trenggalek Regency during the Academic Year of 2007/ 2008 a number of 1332 and sample a number of 267. Steps in these research activities are as follow (1) constructing instruments in the form of questionnaire which has passed through statistically validation measurement stages according to the explored data (2) exploring data from the source population of the students by using the arranged-questionnaire (3) doing tabulation data analysis and interpreting result of the data analysis. Results of the research reveal facts as follow (1) most of the programs of the respondents (70.60%) have perception that structure vision and mission as well as goal of the Vocational Schools that conform to need and expectation of the students (mean 116.40) (2) most of the respondents (78.195%) have perception that professionalism of the teachers at Vocational Schools conform to need and expectation of the students (mean 121.21) (3) most of the respondents (62.02%) have perception that goal of the expertise program conform to the student s need (mean 21.54) (4) most of the respondents (86.90%) usually have perception that training and education system at vocational schools conform to the student s expectation (mean 41.29) (5) most of the respondents (72.04%) have perception that product and merit at the Vocational Schools conform to the student s need (mean 36.02). Based on result of the research it can be concluded that (1) in educational world (schools) the producer is the school management which produce educational service for its consumers the students (2) high-qualified education has close relation to how the school programs are planned as effective as possible to encourage the students to learn (3) learning effectiveness does not only evaluate result of the student s study but also all efforts that could encourage them to learn. It means that qualification and performance of the teachers the school staffs as well as other personnel are indicator which could determine learning effectiveness (4) Most of the teachers at vocational schools in Trenggalek Regency have met the qualification as educator when it is reviewed from pedagogic competence personality competence social competence and profession competence (5) vocational field at Vocational Schools in Trenggalek Regency has not provided conformity as the student s expected it means that the goal of expertise program has not been reached or it has not satisfied the students. Causes of this failure lie in learning service that has not been implemented effectively as well as inadequate means and infrastructures (6) Vocational Schools in Trenggalek Regency have cooperated with DU/DI as seen on mutual agreement in planning basic learning program for vocational schools and it must be productive to improve quality of the graduates. But implementation of vocational-basic learning process at vocational schools has not met the expectation of DU/DI in which students have not been placed on the right position that conforms to their expertise. In related to learning service some suggestions are given to the teachers as follow (1) they should improve their competence through training institutions as well as learning organizations such as MGPD or other organizations to improve their learning quality (2) they should develop curriculum and evaluation in the interest of learning (3) utilizing information technology and communication as sophisticated learning method to encourage the students to be more active in learning and the-stated learning goal will be achieved (4) develop learning methods that conform to characteristic of the expertise field and the students (5) strive for the future of the students.
