ABSTRACT Muaddib. 2009. The Role of Labour Union in Developing Industrial Relations (A case study of Labor Union in the BRI Martadinata Branch-Office Malang). M.Si (2) Afwan Hariri A.P.S.E M.Si Keywords Labour Union Industrial Relations Reformation has given many changes to the democrational existent in Indonesia including the labour existent one of them is by publishing UU No.13 Tahun 2003 about employment and UU No.21 Tahun 2001 about the labour unions. Labourers are given a freedom guarantee to build organizations of labour union in the companies likewise with the system of industrial relation. Nowadays the system of industrial relations has been more decentralized the mechanism of taking decisions dealing with the system of industrial relations has also been more dialogic. In order to do that the labour unions have important roles in establishing the industrial relations. Labour union is a labour organization which is created to improve protect and repair the social economic and political problems from its own members through collective action. In fact this labour union will affect the policies which are going to be decided by management. Industrial relation is a relational system composed among labours/workers and government which is based on the aspects of Pancasila and UUD 1945. Industrial relations will discuss the whole aspects and economic social politic and cultural problems directly or indirectly which is related to the relations among the labours and the labourers. This research is using descriptive-qualitative approach. Descriptive research is aimed to get informations dealing with present situation and only explain about the real situation of the object which is analyzed. Because of that this research doesn t test hypothesis rather than only describes informations based on the fact. In this research the instrument is the researcher himself who plans does collects data analize evaluated and report the research result. The result of this research explains that labour unions have been well functioned on the process of building the company rules through discussion forum which is implemented in the branch level regional and central. The rules of BRI company have been well implemented labour union and management have realized the whole regulations include their authority and obligation. The rules of BRI company are applied as a guide for the labour union and management in carrying out the activities and businesses. While the function of an institution in biparting corporation of BRI Martadinata Branch- Office is as a communication forum and a consultation for the labour union and management. Moreover another function of bipartit institution is as a forum to solve the disagreement and the problems related to industrial relations. Many problems have been well solved through bipartit institution. Based on the result of this research above labour union of BRI Martadinata Branch-Office Malang may be suggested to be more decisive and more pro moreover it will be more effective if the labour union had its own offices to support its operational organization. It is expected for the next research to more lengthen the presence and participation of the researcher in this research decide the focus and the problems of the research more specifically.
