Developing English I syllabus for the Islamic Education Department (PAI) of the Islamic College (STAI) of Ar Rosyid Surabaya / Agung Sucipto

Key words developing syllabus reading comprehension Islamic Studies This study aims to develop a syllabus that is truly suitable for teaching English-I to the students at the Islamic College (STAI) Ar Rosyid Surabaya. The result of the preliminary survey done in this institution shows that the recent syllabus is not suitable and discussed too many grammar content. The lecturers only follow the guideline from their textbook. It can be noted further that this guideline is not sufficient to meet the needs of the students in terms of Islamic contents and pedagogical efficiency. Therefore there is a need to design a syllabus for the students in this Islamic institution. The research and Development (R D) procedure is employed in this study. The model used for designing and developing the syllabus is a combination of Yalden s Language Program Development model (1987) and Borg and Gall s R D cycles (1983). It covers nine stages of development they are (1) needs analysis (2) planning including description of the purpose and selection of the syllabus type (3) production of proto syllabus (4) expert validation of the proto syllabus (5) production of pedagogical syllabus (6) field testing (try out) (7) final product revision (8) evaluation (expert validation of the revised final product) and (9) final product. The needs analysis as the initial as well as the most important stage in this study was conducted on April to July 2010 in STAI Ar Rosyid Surabaya which involved both the students and the English lecturers. This study stage was employed to obtain the needs of the students in learning English The instruments used to collect the data were a questionnaire and an interview. The result of this stage shows that the students require Islamic topics to support their needs of mastering English language. The final product of this research is a proposed English-I syllabus for teaching English in the STAI Ar Rosyid Surabaya. This content based syllabus mainly consists of the course outline objectives topics and subtopics selection and assessment system. This syllabus designed for English-I mainly focused on reading comprehension complemented by grammar points and other language skills. This syllabus contains nine topics related with Islamic studies Three models of lesson plans which have been empirically tested in the try out stage are also produced. Moreover it will be easy for the users of the syllabus to make other lesson plans and teaching materials since the format of this developed syllabus which has been validated by the experts is easily interpretable and applicable. Finally it is advisable that other English lecturers and future researchers develop other Islamic studies syllabi for other English language skills since this newly designed syllabus needs continuously re-evaluation and revision as the result of its implementation in the real classroom activities. Thus this research product will successfully accommodate students needs in mastering English in the area of Islamic studies especially the students at STAI Ar Rosyid Surabaya.
