Since the study uses quantitative and qualitative data the purpose of this study is not only to explore and describe phenomena but also to explain the process how the factors (teacher s competence lesson plan implementation students attitude and parents involvement) affect the students English achievement the study belongs to explanatory case study. The researcher uses questionnaire field notes observation documents and interview guide as the instruments for collecting the data. The study observes the students of SDN 1 Tulungrejo where is located in a remote area Donomulyo District in Malang Regency. It has six classes with a total 110 students. There are about fifteen to twenty students in each class. The data are analyzed by some steps labeling the description of each variable to get the inferences explaining the process of how the variables affect the students English achievement generating one important inference from each variable and crosschecking among the independent variables to answer the problems of the study. The first finding of the study is about the teacher s competence. Besides having good English skills such as good pronunciation and speaking English clearly the teacher has the ability to deal with the low-ability students and manage the classroom. The teacher has met the criteria of a good English teacher particularly for elementary school. She knows how to deal with the students in order to generate the conducive atmosphere in a classroom. The lack of ability in designing syllabus and lesson plan does not contribute to the teacher s bad performance in teaching English in the classroom since the education department office provides the ready-to-use syllabus and lesson plan. The second important finding is about the implementation of syllabus and lesson plan in the classroom. From the result of the study it was found that the teacher can implement the syllabus well into the use of lesson plan for the guidance in teaching English in the classroom. The third finding of the study shows that the students attitudes towards the English subject and the teacher are generally good. The students have positive attitudes towards the English subject and the teacher. The fourth finding is about the parents involvement (encouragement) in students English learning. The result of the study reveals that the majority of parents do not give supports to the students English learning. They only rely on the teacher s effort so that they think teacher is the only person who has the responsibility in making their children achievement good. Finally the researcher concludes that the implementation of teaching English at SDN 1 Tulungrejo Donomulyo is generally good. The problem which influences the students low English achievement is that the school and the parents effort are not coherently related. Thus in this study the writer suggests that there must be synergy among students teachers parents and the school principal in improving the English achievement. Each party must have responsibilities in improving the students English achievement.
