This research is aimed at developing instructional materials for the tenth grade students of Post Harvest Technology Program in SMK Negeri 1 Purwosari Pasuruan Regency. This is done due to the fact that the available books used by English teachers in SMK Negeri 1 Purwosari are not relevant to Post Harvest Technology Program and the books for that particular program are not available in bookstores yet. Therefore the goal of this research is to develop a set of instructional materials that meet the needs of the students in Post Harvest Technology Program. The design of this research is Research and Development (R D) involving the tenth grade students of Post Harvest Technology Program English teachers and an expert. The study was conducted following the procedure needs assessment materials development expert validation and try-out. The instruments used were questionnaires and observation checklist. The analysis of the data gathered from the needs assessment through questionnaires and observations checklist showed that the existing materials were not suitable with the needs of students in Post Harvest Technology Program. Therefore the new set of instructional materials that is relevant for the students needs to be developed. The result of the expert validation showed that some revisions need to be done considering the instructions in the book so that the students can understand them easier. After the product was revised the try-out was conducted in X Post Harvest Technology Program. During the try out the students were given an observation checklist and the result stated that the materials were attractive for them. The try-out was preceded by a pre-test and ended by a post-test. The result of the pre- and post-tests showed that there was a significant difference of the students achievement after they learn English using the materials developed by the researcher. From the data analysis of the research it can be concluded that the new instructional materials were needed for students in Grade X Post Harvest Technology Program. The materials were then proved to be attractive and effective for the teaching and learning process. It can be seen from the result of the pre- and post-test during the try-out. For the school this research is advantageous since it provided materials that are relevant to the students need. Whereas for materials developers and other researchers the result of this study can be used as a model to develop materials other programs which fulfill the students needs.
