Pengukuran kinerja pengelolaan keuangan daerah (studi kasus pada Pemerintah Daerah Kabupaten Tulungagung tahun 2008-2012) / Titi Anggarsih Haminingrum

Abstrak
Regional economic policy which was legally implemented in 1999 brought a significant effect for the management of regional finances. The existence of balance finance which was used for the responsibility from central government toward regional government precisely became a controversial side toward the autonomy of the region. This happened almost in every region in Indonesia included Tulungagung Regency. Whereas if we go back to the initial purpose of regional autonomy was for giving deliberacy for regional government in managing their own finance which is for their regional needs. Based on the result of the research the condition of financial capability of Tulungagung regency has not reach the autonomy because of the small role of Regional Income compared with central financial donation which contributed more than 75%. Generally the Regional Income grows annually although it is not stabile yet. In 2008-2012 the financial performance of Tulungagung Regency in funding all the government activities and public services is still low. However it is shows the trend toward improvement of regional autonomy in 2008-2012. Tulungagung Regency s expense is still dominated by regular expense than allocated for development activities. It means that Tulungagung s expense management is still consumptive. From 2008-2012 Gross Domestic Product (GDP) in Tulungagung is increasing which makes the city s economic changes and focuses on tertiary sectors. Suggestions that can be given related with the research result are (1) for the Tulungagung government is to improve performance of public servants in order to increase the development of public services which support regional income and allocation effectively. (2) the government should improve techniques to attract investors. It will create multiplier effect. (3) there are efforts than can be done to improve PDRB two of them are expand the job vacancy and the absorption level of workers and optimize the performance of BUMD.
