Key words Inside-Outside Circle guided questions speaking ability The study was intended to describe how Inside-Outside Circle technique through guided questions can improve the speaking ability of the second graders of SMPN 1 Gending Probolinggo. The study was classroom action research in which the researcher and one of English teachers as the collaborator worked together to conduct the research. The researcher acted as the teacher and the collaborator observed the activities during the teaching and learning process which implemented Inside-Outside Circle technique through guided questions. This study was conducted in two cycles using the following procedures planning implementing observing and reflecting. The first cycle consisted of four meetings while the second cycle consisted of three meetings. The data of the study were gathered through the following instruments observation sheets field notes and questionnaire. The subject of the study were 30 students of IIE of SMPN 1 Gending Probolinggo. The findings showed that the appropriate procedure of Inside-Outside Circle technique through guided questions to improve the students speaking ability includes the following steps (1) brainstorming the students (2) showing a picture of someone (3) modeling of how to describe people orally (4) explaining IOC procedure (5) distributing guided question cards (6) grouping the students into inside and outside circle groups (7) asking the students to implement IOC technique (8) grouping the students into high and low performance groups (9) drilling the students on speaking components for the low performance group (10) drilling the students on speaking components for the high performance group and (11) drilling the students on speaking components for both the low and high performance groups and (12) assigning the students to have oral performance to describe people The findings also showed that Inside-Outside Circle technique through guided questions was successful in improving the students speaking ability. It can be seen from the improvement of the students speaking ability students involvement and students responses. First There were 20 (66.7%) students got higher score than predetermined minimum passing grade (good level 60-79). The rest 10 (33.3%) students got less score than predetermined minimum passing grade. While in Cycle 2 all of students got equal or more than predetermined minimum passing grade. In short there was a significant improvement of 21 points between Cycle 1 and Cycle 2. Second the students involvement from the first meeting until the last meeting showed very satisfying result. Based on the observation checklist it showed that all students got involved in the implementation of IOC technique actively and happily. The last based on the result of the questionnaire it was found that the students mostly gave positive responses toward the implementation of IOC technique. Furthermore the findings indicated that Inside-Outside Circle technique through guided questions was effective for the students getting involved in the teaching and learning process actively. Based on the observation checklist both in Cycle 1 and Cycle 2 it showed that all students got involved in the implementation of IOC technique actively and happily. All students understand the technique well they stood up made pairs asked question to the partners answered the questions changed their role changed their partner followed the rule of the technique were enthusiastic to do the technique and concluded the topic. It is suggested that the English teachers implement Inside-Outside Circle technique through guided questions to improve the students speaking ability with more practice to communicate orally in real communication activities. For the principals it is suggested that the findings of this study be the basis of the decision making concerning with the students speaking ability.. For the future researcher the findings of this study can be used as reference when they want to conduct study in the same field.
