The research focused on external and internal factors that affect students in speaking. The external were due to the class size and regulations for speaking English and the external was due to classmates teachers and individual influence. The research used descriptive quantitative method. The instrument tocollect the data wasquestionnaire. The questionnaire consisted two (2) open-ended and thirty (30) close-ended questions. The questions were related to the external and internal factors which could make students speak. Then theresults of the questionnaire were analyzed as the data of this research. The population of this research was students of the Intensive Course Program 2014. Out of 110 questionnaires distributed 83 questionnaires answered. Based on the results of the analysis it was found out that there are several factors that could make students speak and reluctant to speak. The factors that make students speak due to external factors are (1) the ideal class size that students prefer to have is between 21-25 students for each class and (2) a must to speak English inside the class would make students motivated to speak and the internal factors are (1) students would speak due to classmates influence and (2) teachers and students relationship would make students speak. On the other hand the factors that make students reluctant to speak are (1) students did not have confidence to speak in English with their friends and to answer a teachers question inside the class due to their proficiency (2) they were afraid of non-English department students view (3) classmates did not speak in English make them did not speak due to no stimulation from their classmates and (4) students feel shy when they want to speak. Based on the study it could be concluded that some factors that could make students speak are (1) the ideal class size to make students speak is between 21-25 students for each class (2) making a regulation to make English is a must inside the class can make students speak (3) classmates affect students to speak and (4) teachers and students relationship could make students speak. On the other hand the factors that could make students reluctant to speak are (1) students do not feel confidence of their language proficiency (2) students feel shy when speak (3) the existence of non-English department and (4) the students low proficiency can make students reluctant to speak. For suggestions I recommend the future researchers to have an action research to overcome the factors that could make students speak and reluctant to speak.
