Imron Arifin M.Pd. Kata Kunci Manajemen Peningkatan Mutu SMA Model Sekolah Kategori Mandiri Pendidikan Berbasis Keunggulan Lokal Pusat Sumber Belajar. Penyelenggaraan SMA Model melalui keterlaksanaan Sekolah Kategori Mandiri Pendidikan Berbasis Keunggulan Lokal dan Pusat Sumber Belajar diperkaya dengan keterlaksanan kurikulum tingkat satuan pendidikan merupakan salah satu cara meningkatkan mutu penyelenggaraan pendidikan pada jenjang Sekolah Menengah Atas. Tujuan penelitian ini adalah (1) menjelaskan proses merumuskan rencana strategis peningkatan mutu SMA Model pelaksanaan sekolah kategori mandiri pendidikan berbasis keunggulan lokal dan pusat sumber belajar (2) menjelaskan implementasi peningkatan mutu SMA Model pelaksana sKategori mandiri pendidikan berbasis keunggulan lokal dan pusat sumber belajar (3) menjelaskan pengorganisasian peningkatan mutu SMA Model pelaksana sekolah kategori mandiri pendidikan berbasis keunggulan lokal dan pusat sumber belajar serta (4) menjelaskan sistem evaluasi peningkatan mutu SMA Model pelaksana sekolah kategori mandiri pendidikan berbasis keunggulan lokal dan pusat sumber belajar. Pendekatan penelitian yang digunakan adalah penelitian kualitatif dengan rancangan studi multi kasus. Teknik pengumpulan data menggunakan wawancara mendalam (indepth interviewing) observasi berperanserta dan studi dokumentasi yan didahului pengumpulan data umum menggunakan instrument penelitian yang dikembangkan. Pengecekan kredibilitas data dilakukan dengan teknik triangulasi pengecekan anggota dan diskusi teman sejawat. Sedangkan pengecekan auditabilitas data penelitian oleh para pembimbing sebagai independent auditor untuk mengauditnya. Data yang terkumpul melalui ketiga teknik tersebut diorganisir ditafsir dan dianalisis secara berulang-ulang baik melalui analisis dalam kasus (individual cases analysis) maupun analisis lintas kasus (cross-cases analysis) guna menyusun konsep dan abstraksi temuan penelitian. Hasil penelitian menunjukkan bahwa pelaksanaan SMA Model dilakukan dalam bentuk pemenuhan/pencapaian delapan Standar Nasional penyelenggaraan pendidikan berbasis keunggulan dan penyelenggaraan Pusat sumber Belajar. Perencanaan peningkatan mutu dilakukan dalam bentuk inventarisasi Kondisi awal pencapaian Standar Nasional Pendidikan inventarisasi daya dukung (SDM SDA Budaya Geografis) inventarisasi standar kompetensi dan kompetensi dasar serta inventarisasi kesiapan pelaksanaan Pendidikan Berbasis Keunggulan Lokal maupun Pusat Sumber Belajar dari aspek Sumber Daya Manusia sarana daya dukung lain. Pengorganisasian peningkatan mutu dilakukan dilakukan dalam bentuk pembentukan tim pencapaian Standar Nasional Pendidikan Pembentukan tim Pengelola Pendidikan Berbasis Keunggulan Lokal serta tim pelaksana Pusat Sumber Belaar. Adapun pelaksanaan peningkatan mutu dilakukan dilakukan melalui pemenuhan Standar Nasional Pendidikan secara bertahap workshop pencapaian Standar Nasional Pendidikan penyusunan dokumen Standar Nasional Pendidikan workshop identifikasi Standar Kompetensi dan Kompetensi Dasar Mata pelajaran penyusunan silabus dan Rencana Pelaksanaan Pembelajaran Mata pelajaran yang memuat substansi Pendidikan Berbasis Keunggulan Lokal atau Pusat Sumber Belajar penyusunan bahan ajar berbasis Teknologi Informasi Komukikasi penilaian bahan ajar serta pemanfaatannya. Evaluasi peningkatan mutu dilakukan dalam bentuk rapat berkala (guru TU) evaluasi internal tim Sekolah Kategori Mandiri Pendidikan Berbasis Keunggulan Lokal Pusat Sumber Belajar pengawasan internal dan eksternal inventarisasi kendala dan masalah penilaian kelayakan bahan ajar berbasis teknologi informasi dan komunikasi serta pengawasan dan supervisi. Perencanaan pengorganisasian pelaksanaan serta evaluasi peningkatan mutu SMA Model dilaksanakan dengan kondisi yang bervariasi sehingga menjadi kajian lintas kasus. Saran-saran atas hasil penelitian ini disampaikan kepada pemerintah Provinsi/Kabupaten/Kota harus memiliki peta per-sekolahan termasuk sumber dayanya agar dapat membantu sekolah dengan tepat sasaran sesuai dengan kebutuhan sekolah masing-masing disertai pembimbingan pendampingan serta monitoring secara berkala dan berkelanjutan. Kepala sekolah dan warga sekolah harus dapat mengoptimalkan sarana dan prasaranan serta pembiayaan yang ada serta memiliki kekuatan yang cukup untuk dapat bernegosiasi dengan Pemerintah Daerah dan para orang tua peserta didik untuk mengkomunikasikan program dan kebutuhan sekolahnya dalam peningkatan mutu pendidikan. Selain itu Kepala sekolah yang memimpin SMA Model hendaknya memiliki profil kepemimpinan yang kuat dan memahami konsep Standar Nasional Pendidikan Pendidikan Berbasis Keunggulan Lokal dan Pusat Sumber Belajar secara utuh. Sekolah-sekolah yang menjadi pelaksana SMA Model hendaknya dapat diperankan sebagai sekolah rujukan dengan memberikan tugas pembinaan kepada personalia SMA Model untuk membina sekolah lain dengan mentrasformasi program SMA Model dan pengalaman mengelola SMA Model model. Kepada para pihak yang berkepentingan tentang manajemen mutu SMA Model ini masih terbuka untuk ditindak lanjuti sehingga dapat diperoleh dan dikembangkan temuan-temuan baru yang lebih kontekstual dan sempurna. National Standardized School Category (SSC) Local Prominence Based Education (LPBE) and Learning Resource Center (LRC). The management of High School Models implementingnational standardized school category (SSC) local prominence based education (LPBE) and learning resource center (LRC) is enriched by the implementation of schools level curriculum in which national standard education indicators are categorized into First Level Standard Second Level Standard Third Level Standard and preparation to National Standardized School Category.The implementation of local prominence based education is organized by integrating the local prominence into relevant learning subjects which means it becomes the part of skill learning subjects. Meanwhile school as learning resource center is mainly about developing learning media based on Information Communication and Technology. The study aimed at (1) describing the process of formulating strategic plans in the quality improvement managementin school modelsimplementing National Standardized School Category Local Prominence Based Education and Learning Resource Center (2) describing the implementation of the quality improvement management in school models implementing National Standardized School Category Local Prominence Based Education and Learning Resource Center (3) describing how to organize the quality improvement management school models implementing National Standardized School Category Local Prominence Based Education and Learning Resource Center (4) describing the evaluation system in the quality improvement management school models implementing National Standardized School Category Local Prominence Based Education and Learning Resource Center. This research was conducted by using both qualitative and quantitative approach. The data collected using qualitative method was aimed at providing enriched and complete information as well as emphasizing the quantitative data. Data collecting technique used in depth interview instrument field observation and documentation research which was preceded by general data collection using developed instrument. Data credibility was examined by using triangulation technique members checking and peers discussions. Meanwhile data auditability was examined by the supervisors as independent auditors. Data gathered was organized interpreted and analyzed repeatedly either by using individual cases analysis or cross-cases analysis in order to draw up a concept and an abstraction of the research findings. The findings showed that the implementation of high school models was carried out by meeting the eight requirements in National Education Standard organizing Prominence Based Education and Learning Resource Center. The quality improvement was planned by inventorying the initial conditions of schools based on the requirements stated in National Education Standard the Competency Standards and Basic Competencies in applied curriculum and listing the schools readiness in applying both the Local Prominence Based Education and Learning Resources Center in terms of human resources equipment and other supporting tools. The organizing of quality improvement was done by forming teams such as a team who was in charge to lead the achievement of National Education Standards a team to establish Local Prominence Based management and a team to execute Learning Resources Center. The implementation of quality improvement was done through the fulfillment of National Standards of Education gradually the organization of workshop on the achievement of National Education Standards the compilation of the National Education Standards document the workshop on the identification of the Competency Standards and Basic Subject Competencies the preparation of syllabus and the Lesson Study Implementation Plan contained the substance of the Local Prominence Based Education or Learning Resources Center the preparation of teaching materials based on Information and Communication Technology the assessment and utilization of teaching materials. The evaluation of quality improvement was prepared in the form of regular meetings (teachers and school s staffs) internal evaluation by the team of National Standardized School Category Local Prominence Based Education Learning Resource Center internal and external supervision inventory of constraints and problems assessment of the feasibility of teaching materials based on information and communication technology as well as control and supervision. The conditions in which the plan organization implementation and evaluation of quality improvement at Senior High School modelswere carried out varied so that it became a cross-case study. The research results recommend that the government either at the Province level or District level should have schools map including the resources in order to help schools to achieve their needs which also should be done by advising mentoring and monitoring sustainably and periodically. The principal and his staffs should be able to optimize the available tools and funds as well as to have strength to negotiate with the local government and students parents in conveying the school s programs and needs in frame of quality improvement. In addition a Principal who is in charge to manage a senior high school model should have a tough leadership and comprehend thoroughly the concept of National Education Standard Local Prominence Based Education and Learning Resource Center. The schools who are High School Models implementer could be as references for other schools and could transform and share programs by assigning the High School Model s team to assist other schools. To those whom this may concern there are still chances to pursue this research so that newfindingswhich are more contextual and complete might be obtained.
