M.H Key Words Political Participation Beginner Voters Direct Elections Political participation is the participation of citizens in political activities to determine future policy on governance. Political participation is an important aspect in a democratic state structure as well as a characteristic of political moderinization one of which is political participation in elections simultaneously. The local elections are aimed at selecting regional heads and deputy regional heads including the Governor and Vice Governor for provinces regents and vice regents for districts and mayors and deputy mayors for municipalities. Political participation in the election of regional heads is the right of all citizens including for the novice voters the 17-year-old citizen who has just gained the right to vote in election activities. This research generally aims to find out how the political participation of newbie voters in Sutojayan Village Pakisaji District Malang Regency. Specifically this research would like to examine the shape of voter-to-voter political participation the factors influencing the participation of novice voters and how the participation rate of beginners in the implementation of elections in conjunction in 2015. In a study of voter participation in the implementation of elections Malang Regency 2015 using the type of descriptive qualitative research. In this approach the researcher makes a complex picture examines words detailed reports from the informant s point of view and conducts studies on natural social situations. Based on the results of the research it can be concluded that (1) The form of voter participation in participating in election socialization participating in election information participating in political discussions participating in voting and receiving of elected candidates. (2) Factors affecting participation are curiosity awareness of political rights and the desire to support one candidate. (3) Beginner voter participation levels are high most novice voters use their voting rights to vote and only a small proportion do not vote or golput. The researcher recommends to the KPU or PPS Desa Sutojayan to improve their socialization by holding a special socialization for the novice voters. Such socialization should be continuously done in a sustainable manner considering the political education among beginner voters is minimal.
